Drag the app over that and the ribbon will close. You can then continue dragging the app over to the shortcut pocketin and you will see it glow brightly. If you drop it at this moment, it will simply append itself to the end of your shortcuts list. Or you can hold the app over that pocketin while its glowing for a short time (same time as a long press) and the shortcut pocketin will open. From then on you can choose where to drop the app. It will turn green when a drop is possible.
